No, you can't create a bootable system in VirtualBox. The application allows you to boot from a USB or a ISO, but it doesn't have the feature to create a bootable flash drive with the operating system. You will have to use another application to create a bootable USB with an operating system. For example, use Rufus or Unebootin to create a bootable USB and then assign it to the virtual machine created in Virtualbox.
This driver is installed and operated by VirtualBox. Most likely, you have not accepted the installation of the driver. Please perform a new installation of VirtualBox and when the installer prompts, please accept all the driver installation. Then it will work because that drivers were created to be compatible with operating systems where VirtualBox will be installed.
